我的同胞们：

我々は今日、何世代もわたって受け継がれてきた我々の高貴な考え方と、我々の天から与えられた才能を、将来に受け継ぐことを再確認するためにも集った。それはすべての人は平等で、自由で、すべての人々が最大限の幸福を享受できるという神の約束でもある。
我が国の偉大さを再確認する時、我々は偉大さが決して与えられたものでないことを理解する。自分で手に入れなければならないのだ。我々のこれまでの旅は、近道では決してなかったし、安易に流れるものでもなかった。それは心の弱い、仕事より遊びを好み、富と名声からの喜びのみを求める人々の道でもなかった。むしろ、リスクを選ぶ人、実行の人、創造の人の道だ。恵まれた人の場合もあるが、多くはその仕事については知られず、長く困難な道のりを歩み、我々を繁栄と自由へと運んでくれた人々だ。
我々のために、彼らは、ないに等しい荷物をまとめ、海を渡って新しい生活を探した人々だ。
我々のために、彼らは額に汗して働き、西部に住み着き、鞭（むち）打ちに耐え、硬い土地を耕してきた人々だ。
我々のために、彼らは（米独立戦争の戦場の）コンコードや（南北戦争の）ゲティズバーグ、（第二次世界大戦の）ノルマンディーや（ベトナムの）ケサンで戦い、死んだ人々だ。
歴史の中で繰り返しこうした男女がもがき、犠牲を払い、我々がよりよい生活を送れるように苦労してきた。彼らは、米国が我々の個人的な希望の集大成よりも大きい存在だと思っていた。生まれや富、党派の違いより偉大だと思っていたのだ。
この旅を今日、我々は続けている。我々は今でも地上で最も繁栄し強力な国だ。我々の労働者は今回の危機が始まった時と同様、生産性は高い。発明心に富み、商品やサービスは先週、先月、昨年と同様に求められている。
我々の能力は落ちていない。だが、過去に固執し、狭い利益しか守らず、面倒な決定は後回しにする時代は終わった。今日からは、我々は立ち上がり、ほこりを払い、アメリカ再建の仕事に取りかからねばならない。
どこを見回してもすべき仕事がある。経済状況は、大胆で迅速な行動を求めている。我々は新しい職場の創造だけでなく、成長のため新しい基盤を作らねばならない。
我々は道路や橋、電線やデジタル通信網をつくり、我々の商業を支え、我々の結びつきを強めなければならない。我々は科学を本来あるべき場所に引き戻し、技術を活用し医療の質を引き上げると共にコストを下げる。
太陽、風や土壌を使って我々の自動車の燃料とし、工場を動かす。我々の学校や単科大、大学を新たな時代の要請にあわせるようにする。これらすべてが我々には可能だ。これらすべてを我々は実行するのだ。
我々の志の大きさに疑問をはさむ人もいる。我々のシステムでは大きすぎる計画は達成できないという人々だ。彼らは覚えていないのだ。彼らはすでにこの国が成し遂げたことを忘れているのだ。想像力が共通の目的に出会った時、必要が勇気と出会った時、自由な男女に達成できることを忘れているのだ。
皮肉屋が理解できないのは、彼らが寄って立つ地面が動いたということだ。我々を余りに長期間、消耗させた使い古しの政治論議はもはや適用されない。今日、我々が問うのは、政府が大きすぎるか小さすぎるかではなく、機能しているかどうかだ。家庭が人並みの収入を得られるよう仕事を見つけ、威厳をもって引退できるよう助けているかどうかだ。
答えが「イエス」の施策は継続する。「ノー」の施策は廃止する。公金を預かる我々は、説明責任を果たさなければならない。適切に支出し、悪い習慣を改め、誰からも見えるように業務を行う。それによって初めて、国民と政府の間の重要な信頼を回復できる。
市場が正しいか悪いかも、我々にとっての問題ではない。富を生み出し、自由を拡大する市場の力は比肩するものがない。だが、今回の金融危機は、注意深い監視がなされなければ、市場は制御不能になり、豊かな者のみを優遇する国は長く繁栄することはできないことを我々に気付かせた。
我々の経済の成功は国内総生産の規模だけでなく、繁栄が享受される範囲や、望む人すべてに機会を広げる能力にかかってきた。慈善としてではなく、公共の利益に通じる最も確実な道としてだ。
我々の防衛一般に関しては、我々の理想と安全のどちらかを選ぶという間違った考えを拒絶する。このぶんしょうはぶんくにネットから、コピできない。建国の父らは、想像もできないような危険に直面しながら、法の支配と人権を確約する憲章を起草し、それは何世代もの血で拡大されてきた。これらの理想はいまだに世界を照らし、我々は方便のためにこれらをあきらめることはない。
だから、我々を今見ている他の民族や政府に対して言いたい。巨大な都市から、私の父が生まれたような最も小さな村まで、米国は平和で尊厳ある将来を求めるすべての国々とすべての男女、そして子どもの友人であり、もう一度、指導力を発揮する用意があることを知ってほしい、と。

腐敗、策略、口封じで権力にしがみつく指導者たちは、大きな歴史の過ちを犯していることを知るべきだ。しかし、その握りこぶしをほどくならば、我々も手を差し伸べる。
貧しい国々の人々には、我々が一緒に汗を流すことを約束する。農地が豊かになり、きれいな水が流れるようにし、空腹を満たすとともに、飢えた心も満たす。そして我々のように比較的豊かな国々は、国外での苦しみに無関心でいたり、影響を気にとめずに、地球の資源を浪費はできない。世界は既に変革しており、我々もそれに合わせて変わらなければならない。

我々の試練は新しいのかもしれない。それに立ち向かうための道具も、新しいかもしれない。我々が成功するかどうかは、労働と誠実さ、勇気、フェアプレー、忍耐、好奇心、忠誠心や愛国心にかかっている。古くから言われていることだ。だが、真実だ。それは歴史を進歩させた静かな力だった。今求められているのは、こうした真理への回帰だ。新しい責務を果たすべき時代だ。我々米国人一人ひとりが、自分自身や国家や世界に義務を負っていることを認識し、こうした義務を嫌々ではなく、喜んで受け入れることだ。私たちにとって、困難な仕事に全力で立ち向かうことほど、自らの性格を定義し、精神をみたすものはない。
これが市民であることの代償と約束だ。これが私たちの自信の源泉だ。神が未知の運命を自らの手で形作るよう、我々に求めたものだ。
なぜ男性も女性も子供たちも、どのような人種、宗教の人々も、こうして就任式に集まることができるのか。なぜ約６０年前は地方のレストランで差別された父親の息子が、こうして皆さんの前で宣誓式に臨むことができるのか。これこそが、我々の自由、我々の信条の意味なのだ。
