so this sentence -- " They are tapped into a network of information." which means "Those people ( "he and his friend" in that original paragraph )who get the idea to make use of their knowledges to do something on line.
You would like to paraphrase that right?
They are able to fully utilize a complex, interconnected system of news and knowledge.
