由于本作的故事背景设定在第三次世界大战，所以游戏中的武器类型更接近于《幽灵战士》而不是《彩虹六号》，游戏描述了2011年美国与欧盟签署“天基-地基-空中反弹道防御系统条约”，接踵而至的石油危机，欧盟演化成欧洲联邦，和白俄罗斯被俄国吞并而乌克兰试图加入欧洲联邦但遭到俄国的武力干涉，欧洲被迫介入后双方撤军并承诺乌克兰在五年内继续保有独立国家地位直至下一次全民公决。
到了2018年，美国宣布研发“自由之星”，一个混合了民用及军事用途的大型太空站，计划装载一个替代能源实验室和一套针对反卫星武器的自卫系统，并可容纳三个“太空战士”连队，能在90分钟内部署到地球任何一角——这个计划引发国际社会广泛的批评。
现在，也就是2020年，“自由之星”的三大部件已开始在太空进行组装，军用组件和能源实验室模块也发射在即。不顾国际社会的反对，美国公众投票支持“自由之星”4号如期发射……
