This exception will be thrown by the FileInputStream, FileOutputStream, and RandomAccessFile constructors when a file with the specified pathname does not exist. It will also be thrown by these constructors if the file does exist but for some reason is inaccessible, for example when an attempt is made to open a read-only file for writing. 当指定路径名不存在，FileInputStream、FileOutputStream、RandomAccessFile的构造函数将抛出该异常。如果文件存在但是因为某种原因不能访问，比如试图打开一个只读文件用于写入时，也会抛出该异常。
